Introduction
The prophetic ministry of the New Testament is neither anarchic nor authoritarian. Paul can tell believers not to despise prophetic utterances and, in the same breath, command them to test everything and hold fast to what is good (1 Thessalonians 5:19-21). He can tell the Corinthians to desire prophecy and still require two or three speakers, communal weighing, intelligibility, and orderly participation (1 Corinthians 14). That combination is the framework of this book. We will move from biblical foundations to concrete protocol, from personal ethics to institutional accountability, from safeguarding to restoration, and finally to the construction of a healthy prophetic culture. Throughout, the governing question is simple: What practices allow the church to honor God’s voice without surrendering Scripture, wisdom, dignity, or accountability?
